1910 – Ban on all forms of gambling
In 1910, Washing State Legislature made all gambling forms illegal with a few exceptions. It’s true that workplace gambling has been permitted in WA since 1973, but even with them the rules are strict and permit only in “sports wagering.” The other forms, such as office sports pools, bracket pools, and fantasy sports, have never been legal activities in Washington.
1973 – The establishment of the Washington State Gambling Commission
The Washington State Gambling Commission is the body that oversees and regulates all forms of gambling in the state. This institution was founded and started operating in 1973.
2000 – Increased interest in Washington sports betting among residents
There had been federal ban under PASPA (the Professional and Amateur Sports Protection Act) that prohibited sprots bets. But the masses were entertained and attracted to this activity, so they took part in informal and unlicensed betting pools. The federal ban under PASPA has been limiting sport betting activities for over two decades.
Washington legislature considers expansion of gambling options in 2005
Fast forward to 2005, discussions in the Washington laws were started on the potential expansion of gambling beyond casino venues operated by Native American tribes. They included the possibility of introducing sports betting in Washington. This was a pivotal moment in the state’s gambling policy, which signaled a shift in the dialogue. The conversations mirrored the developing viewpoints on gambling regulations. The potential change acknowledged the opportunity for broader gambling choices to cater to the preferences of Washington residents.
March – July 2020 – House Bil 2638 – In-person sports betting at tribal casinos legalized
In March 2020, Gov. Inslee signed House Bill 2638, which amended a few laws, licensing, and other requirements, also legalizing sports betting done according to the terms of the tribal-state gaming compacts. The bill required the tribes to change their Class III gaming compacts. This law also forced the WSGC to make new rules and gave the commission the authority to approve all new sports betting licenses for tribal casinos before they can provide sports wagering at their venues.
In July, commissioners voted in favor of commencing rulemaking for sports betting. So, in 2020, betting on sports done on the territory of tribal casinos in person became legal.
2024 – Washington State reintroduces two bills to expand legal sports betting

In January 2024, the Evergreen State reintroduced xHouse Bill 1630 and Senate Bill 5587 to expand the availability of legal sports betting in WA. They are focused on broadening event betting beyond Native American-owned gaming facilities and have also the potential to legalize private card rooms, giving them the right to operate sports betting pools. The two bills have undergone public hearings and executive actions. They mirror the discussions and decisions currently in progress that could shape the future of sports betting expansion in Washington State.
